Interview with Athanasios Chouliaras

1. You will be speaking at AOC EW Asia 2019; can you give us a brief insight into what areas you will be covering in your address?

The “Political Doctrine and Strategic Concept” necessitates to develop the “Joint Forces Systems Requirements” through a “Concept of Operations” (CONOPS).

In the “CONOPS” context the “Joint Data Link Interoperability” constitutes the prerequisite for all Domain Assets which must operate as “Integrated Network -Centric C2BM Systems” in order to optimize “Joint ISR & EW Operation” Effectiveness, Saving Resources.

For the above purpose, it’s key factor for the relevant “CONOPS” to be realized, what means “Interoperability” (IO), determined as follows :

“Interoperability means synergy amongst different systems/architectures/ environments with purpose to achieve high quality share of information over heterogeneous users”.

The Interoperability, as capability of systems, is a key factor in the integration process and should be considered on a number of levels: RF, Data, Protocols, Messages Exchange, etc.

These levels describe the physical transfer of Data Link messages, the message format, conformity to defined protocols so that information are displayed and interpreted correctly, and secretly by the receiving Systems and Operators.

The Interoperability definition describes the Assets ability to provide services, and to accept services from other assets utilizing them in order to support the “Joint Networked ISR (Intelligence, Surveillance, Reconnaissance) & EW Operations”.

My presentation will highlight the importance of “Data Link Interoperability” in the interface capability of Joint Forces Assets over the “Joint DL Networks” which are required to operate as “Integrated “Network- Centric C2BM Systems” in order to enhance the Joint Operation effectiveness into all Domains.

The “Joint Data Link Network” development and implementation in the Joint operations and Special Missions, such as ISR& EW which must be carried out by Joint Force Assets as an “Integrated Networked C2BM System” with appropriate “Joint Organizational Structure”.

2. What do you think are the major challenges in developing the EW capabilities of Asia-Pacific nations?

The Asia Pacific “Strategic Geopolitical Environment” influences considerably the effort of National Forces and International Alliances to investigate how quickly and effectively must respond to new requirements & perspectives in order to being protected against the new “Threats”, following the “Modern Trends” and “Challenges” in the context development of “Political Doctrine & Strategic Concept” which will ensure the “Defense & Security”.

In the National & International “Defense & Security” context and the “Hybrid & Information Warfare” challenges, it is mandatory a “Strategic Concept” to be developed, according to which the Armed Forces to be able to carry out Joint Operations with all Domain Assets which have to interoperate in order to optimize the “Joint ISR/EW operation effectiveness”, saving resources.

The DL Interoperability is a major issue of mostly Networked & C2BM systems in the military context. Considering that the majority of missions are conducted in an international environment with Joint Forces, interoperability is the key.

3. What technologies and drivers do you think are currently having the most significant impact on EW systems development?

The New generation ISR/EW Systems must use “DL” Terminals with dedicated Implementation governed by International MIL-STD & NATO STANAGs. The “DL” implementation must use the “Standard-Series Message Catalogue” and a data element dictionary adopted as a common “Standards”. Thus the “DL” messages will support a majority of Digital Warfare and Battle management functions, according to suitable Implementation.

Also the architecture of this system must have characteristics such as versatile, module, scalable so that the configuration to include all International “DLs” implementation Standards as well as customer-defined in any combination required, improving the management of all Networked Tactical Assets and optimizing the “Situation Awareness” and “Comprehensive Tactical Picture”.

Closing, a modern System must constitute a “Network-Centric Software” solution that, with Integrated Architecture, enables a seamless, configurable, expandable integration of “DLs” on all domains Systems/Platforms/Units, providing them interoperability amongst Joint “DL” Network.

4. What can delegates expect to take away from your session?

My session will focus on a proof that a “Concept of Operations” needs to develop the next generation requirements regarding the “Integrated Network – Centric C2BM Systems” with innovative

Architecture & DL Interoperability capability which will play a significant role in the Information Process, Exploitation, Dissemination (PED), Common Tactical Picture creation and C2BM effectives in Joint ISR & EW operations.
